June 21, 2016 Update (From Lisa Smith - City of Boulder Community Vitality )

 

  • JE Dunn has completed expected road work and the partial closure of Pearl Street has been opened
  • JE Dunn continues with finishing exterior work and anticipates the fence coming down around the July 4th weekend
  • Interior finish work by a variety of firms will continue at JE Dunn in coming months
  • Crews will be working in the West End to correct some stonework at 10th and Pearl this Wednesday and Thursday
  • The crews will remove the stones to recut them, cut them off site, and reinstall them
  • Since stone cutting will take place off-site, we do not anticipate loud demolition noise or disruption, e.g. from saw cutting
  • Business access will be preserved throughout but there may be some overnight fencing around places where stonework has been removed for safety reasons

June 2, 2016 Last Minute Update (From Scott Pashman - JE Dunn by Terri Takata-Smith - Downtown Boulder)

Within the last hour, we just received an update from JE Dunn.  On Monday, a contractor will be here to set the fourth floor trellis steel at PearlWest.

This will require six parking spaces - the six that are starting closest to Pasta Jay's and moving east (basically to Ozo) to be blocked off due to outriggers being past the center line of the road.    JE Dunn is anticipating that the six spaces will be blocked off for three days but promised to provide an update if that goes longer.

Please note this information was not included in the update sent earlier by the city because it was a very last minute change of plan.   We are letting you know as soon as we found out.

June 2, 2016 Meeting Recap (From Scott Pashman - JE Dunn by Lisa Smith - City of Boulder Community Vitality)

Thank you to everyone who was able to attend JE Dunn's construction update meeting yesterday at Centro. I have confirmed the details of the street paving work that will begin next Monday:

  • JE Dunn will start road work on Pearl Street between 11th and 10th Streets this coming Monday June 6, 2016.
  • Crews will be working on the road on the south side of Pearl, the intersection of 11th and Pearl and the west lane of 11th.
  • Pearl Street will be taken down to one lane (the north lane) in this section in order to work on the lane on the south side of Pearl.
  • A portion of the intersection at 11th and Pearl Street as well as the west lane of 11th Street will be closed in order to complete this road work.
  • The work should take about two weeks to complete, weather permitting.
  • Starting Monday, you will see signage regarding the work and yellow cones on the north side of the double yellow line on Pearl.
  • Business access will be preserved.
  • The pedestrian walkway between Pearl and Walnut will remain open.
  • The HOP bus route will be rerouted to avoid the work site.  All eastbound traffic along Pearl will be detoured north on 10th.
  • There will be some parking impacts related to safety, but wherever possible parking will be preserved during work.
  • Some work will be conducted at night and at times weeknight overnight closures may be necessary; all such closures will start after 10 p.m. and end before 7 a.m.
  • Fencing around the Pearl West site is anticipated to come down permanently around July 4th.
  • We will send regular updates as we receive more information regarding this work.

West Pearl Streetscape Punch List Work

  • The city is conducting final punch list work on West Pearl between 8th and 11th streets from Wednesday May 18 through the end of the week and possibly next week if needed.
  • Concrete work will take place on the north and south sides of Pearl (again between 8th and 11th streets) at various locations.
  • The work sites will be small and while there may be temporary partial blockage work will not fully block streets, sidewalks or entrances.
  • We anticipate this being the final work for the city on the West Pearl Streetscape project.

February 17, 2016 Update (from Scott Pashman - JE Dunn)

PearlWest Project Update:

  • Temporary covered walkway on the south side of Pearl will be removed this weekend (February 20-21).  The sidewalk will be closed and all pedestrian traffic will be routed to the north side of the street. 
  • Fencing will replace the walkway (with gates for minimal construction traffic to come in and out).
  • Weather permitting, the sidewalk will be re-opened by CU graduation weekend in May.
  • Covered walkway adjacent to Centro will likely close at the beginning of March and remain closed until the end of March.  Every attempt will be made (weather permitting) to open the walkway back up sooner rather than later.
  • Around the beginning of April, the alley will be closed from the covered walkway to 11th Street.  The alley will be taken apart and put back together as quickly as possible.  PearlWest will contact businesses with alley parking spots.   There will be flaggers in the alley to help delivery trucks back out on 9th.
  • Also around the beginning of April, on Walnut the temporary covered walkway will be removed and fencing and a gate will be put up in its place.  The sidewalk pour on Walnut should go a lot faster and again, the entire sidewalk closure around the building should be wrapped up by CU graduation in May (weather permitting).
  • In March and April, other contractors will be starting internal build outs of their tenants properties which may mean some minor construction happening in the alley.  JE Dunn's portion (outside shell) is scheduled to be completely wrapped up by the end of May.

February 10, 2016 Update (from Kurt Mathews)

PearlWest Project Update:

The Pearl Street portion of this project is beginning to wrap up.  The tower crane that has been a fixture for months is about to come down.  Another crane will be brought in this weekend to complete the process.  This crane will be set up in the alley at the west end of the project (directly affected businesses have been contacted).  The crane will arrive early Friday morning (February 12) and set up will begin.  Once the new crane is in position, the removal of the tower crane will begin and should be completed on Saturday, February 13.  The new crane will then be disassembled and removed sometime on Sunday, February 14.  To accomplish this task, the alley will be closed east from the pedestrian walkway for the duration of the project.  Signage will be in place as well as flaggers.  The pedestrian walkway will remain open to foot traffic with temporary delays for safety reasons.

It is now time in the progress of the project to begin site improvement work (sidewalks, street, and plaza areas).  To accomplish this work it is necessary for safety  and traffic reasons to remove the covered walkway along the south side of Pearl.  All foot traffic will be moved to the north side of the street. Removal of the covered walkway will begin around 2/17/16.  It is anticipated that it will take at least two months to complete the site work and have a new sidewalk open to the public. The entire external part of the project is still on schedule for a May completion.  Interior finishing will continue once the exterior of the building is complete. The Walnut portion of the project is scheduled to be complete a couple of months following the Pearl Street portion.

January 6, 2016 Update (from Kurt Mathews)

Starting Sunday, January 10th at 5am 11th Street will be closed between Pearl and Walnut until Monday, January 11th at approximately noon.  

A large crane must be set up in order to place the heating/air conditioning unit on the roof of the PearlWest building.  (The current tower crane is not rated to lift the weight of the unit.)  

The full street is needed to allow assembly, placement, and disassembly of the crane unit.  It is anticipated that Sunday will be used for assembly and placement and Monday will be used to disassemble the crane.  If there are no unforeseen circumstances, the road should be open by noon on Monday, January 11th.  

Access to Lawry Lane will be available off of Broadway. The alley between 9th and 11th will be closed at the pedestrian walkway (10th Street).  The sidewalk along the east side of 11th will remain open to pedestrian traffic.  Thank you for your consideration and patience. The job is close to being finished.

The West Pearl Streetscape Improvements project wraps up this month with the installation of six way-finding sandstone columns between 7th and 11th streets. Each column is inscribed with a poem submitted by a local poet. The winning poetry submissions were chosen from more than 60 entries expressing what the poet loves about urban life in Boulder. The poems selected for the columns were submitted in the following categories by these Boulder County poets:

Children/Youth category: Ruth Star
Amateur category: Valerie Hess and Susan Crane
Professional category: Ariella Ruth, Simon Fill and Carrie Host

July 17 Update (from Kurt Matthews)

There will be a Community Meeting on Thursday, 7/23/15 from 12-1 p.m. at Centro Latin Kitchen to discuss updates/plans/progress:

JE Dunn will start placing concrete for the Walnut building in early August 2015 and will be substantially complete with that phase by late December 2015.  To achieve this schedule JE Dunn is planning for approximately one concrete pour day per week during this period. These pour days will result in a lane closure to the west bound lane of Walnut in the 1000 Block.  Flaggers will be in place to direct traffic, parking will remain as currently configured.  Per City of Boulder requirements, concrete activities will start early in the day to allow demobilization by approximately 9am.  At that point, JE Dunn will reopen all lanes of traffic on Walnut.  Additional pours of concrete will be required for vertical elements of the building, the they are not anticipated to cause any lane closures. JE Dunn will notify City of Boulder staff of scheduled pour dates and city staff will keep the west end businesses appraised. 

June 18 Update (from Kurt Matthews)

PearlWest:

The PearlWest project will soon begin going vertical.  For safety reasons, the pedestrian walkway will be enclosed in scaffolding to provide a walkway.  Erection of the scaffolding will be done between 6am and 9am to minimize impacts.  Work has begun on the Walnut site.  An area of parking and the sidewalk will be closed for safety reasons.  A walkway will be maintained similar to what is currently on Pearl.

April 2 Update (from Ashlee Herring)

PearlWest:

  • The concrete pour scheduled for today has been postponed until Monday, April 6 due to weather.
  • Additional pours are scheduled for April 10, and April 14 (weather dependent).  
  • There will be a constant parade of concrete trucks on those days starting early in the morning and continuing through the day.  Trucks are timed so that there should be no back up on 9th or in the alley.  
  • There will be no exit to 11th, the alley will remain open to those in the 900 block.

  • Work had begun again since the snow has melted
  • Finishing work this week in front of University Bikes and Nick & Willy's.
  • Work will move to the south side of Pearl @ Lolita's and on 8th street next week.
  • Parking on the east side of 8th will be closed from  Pearl to Walnut, however the parking on the North side of Pearl will reopen (next week).
  • Work on the NW corner of 9th and Pearl is expected to be complete today. Stone work will begin at 10th & Pearl next.
  • A pedestrian detour at 9th and Pearl will be reopened today. Flaggers will remain on Pearl, but lanes will be open.

PearlWest:

  • The alley will be closed from the pedestrian walkway to 11th on Saturday March 14 and Wednesday March 18th.
  • Drilling will be taking place on Saturday, March 14.  Staff will be on hand to direct traffic in and out of the alley through the west entrance.
  • PearlWest will be pouring 1000 yds of concrete on Wednesday, March 18 (weather permitting) for the garage floor. Concrete trucks will be moving down the alley starting at 5:00 am at a rate of 6 per hour until the pour is complete (probably late in the day).  Those with parking in the alley will need to come in and out between the trucks.  Everyone should expect congestion.  

 

February 6 Update (from Ashlee Herring)

West End Streetscape

  •     Work will begin Monday, Feb. 9th on the northwest corner of 9th and Pearl.
  •  Work will continue on the north side as contractors make their way west to 8th.
  • They will the move to the south side, in front of Lolita's, moving westward.
  • Contractors will be using space on 8th street between Walnut and alley for staging.
  • Parking will also closed in front of University Bikes on Monday.

PearlWest

  •     The project is entering into the concrete pouring phase.
  •  The project requires a 61 ft concrete pump truck. The truck will be in the alley or on the Walnut site and will be pumping concrete into the Pearl site.
  • The alley will be closed from the pedestrian walkway to 11th while they are physically pumping concrete. It will be reopened in the evening. The construction schedule will dictate when it is appropriate to pour.
  • A tower crane remains on site. Safety protocols require a loud whistle when the tower crane is swinging. This may be heard during the day.

 

February 4 Update (from Ashlee Herring)

  • The City received delivery of the stone yesterday which is what was required before to start work again.
  •  The contractors are planning to start bringing out equipment, etc. next Monday, February 9th and then start construction.
  • Work will be starting in the NW corner of 9th/Pearl in front of University Bikes.
  • More details and a full update to follow once more information is received.

January 27 Update (from Ashlee Herring)

As a general update on Pearl West, the project is now scaling back excavation. Truck traffic will continue, but will be less frequent.

Alley Closure: A tower crane will be moved in to complete work on the Pearl West project February 2, 3, and 4, 2015. The alley will be closed from the pedestrian walkway to 11 street from the morning of February 2 until work is complete, the evening of February 4. No access will be permitted in the alley during this time. Please make alternate plans for the three days.

December 12 Update (Will Bohner - Deneuve Construction Services)
Re: The alley between Pearl and Walnut, and 9th and 11th Streets, and restricted access Saturday morning 12/13/14.

We will be pouring concrete from 5:00 am up until 7:30 am. (With luck, we will be completed by 7:00). Truck access to the alley from 9th Street will not be available. It is our intention to have the alley opened back up and all equipment removed by 7:30. Please plan your trash routes accordingly.

Streetscape Update:

  • Additional work was added to the scope of the project
  • Additional work includes more trees, brickwork, and sidewalk work
  • Work has been halted for the holidays
  • Work will begin again after the holidays at a date TBD and should take approx. 1 month to complete

PearlWest:

  • Excavation to resume on Monday. Truck traffic will return to the alley.
  • There will be a temporary closure of the alley while Comcast works in the alley. We will advise when we receive notice.
  • Drilling on the Walnut site will continue for the next couple of weeks.

909 Pearl:

  • Two concrete pours are planned
  • 12/4 between 5am and 9am
  • 12/11 or 12/12 between 4am and 7am

  • The contractor has brought in a second crew to accelerate the work in an effort to minimize impacts during the holiday shopping season.

  • Sidewalk work continues on the SW corner of 9th and Pearl.
  • Brick is being installed in front of Past Jays.

October 29   Update (from Brian Wiltshire)

Streetscape Update:

  • The work east of 9th is still anticipated to be complete by the end of next week. That includes replacing the temporary sidewalk with permanent brick and stone pavers, all of the benches, and the planter beds. We’re still waiting on Xcel to finish their work in front of Chipotle. They told us they’d be done by yesterday and it looks like they haven’t even started (it’s a two day operation). I should find out more today when they’ll be finished.
  • The kiosks are a separate contract and are currently being fabricated. They won’t be installed until January/February of next year.  
  • All of the parking will be restored before Thanksgiving week, and none of the fencing, cones, barricades, etc. will be left.
  • The contractor is not a month behind. The reason we added time to the contract is because we added a lot of work to the project (more replacement of curb and gutter, sidewalk, and changing tree grates to stone planter beds)
  • We’re doing everything we can to be finished by the holiday shopping season.

  • Irrigation work is complete on the south side of Pearl.
  • Work has started west of 9th and will be focused on the southwest corner of 9th and Pearl for the next 2 ½ weeks.
  • Work will move to the NW corner of this intersection once the SW is complete.

  • Workers are continuing to drill the foundation piers. This is scheduled to continue through September.
  • The contractors are wetting down the site at the end of the day to mitigate the dust.
  • Demolition continues on the Walnut side of the building and is expected to continue for the next few weeks.
  • Work will continue on Saturdays until drilling is complete as an effort to shorten the duration of the drilling and move forward in the project.
  • Increase truck traffic will continue as debris is removed and concrete is poured.

August 8 Update (from Molly Winter)

We are always concerned about giving out interim completion dates because the perceptions about “completion” may be different  to different people and there are many things that can influence these dates.  We are constructing the west Pearl streetscape in smaller sections to minimize the overall impact to the businesses in the corridor.  The contractors work areas are generally limited block to block with the intent of minimizing visual and operational impacts to the businesses and minimizing lane closures that impact the vehicular traffic.  And, as we have discussed in past meetings, this project has many subcontractors to schedule that need to start and stop in each section and contractors are very busy therefore making scheduling very difficult.  And, if materials are delayed or one subcontractor is late, this has a ripple effect on all of the timing.

To date, we have finished the majority of the work in the block from 11th to 10th except for a small amount of work around the benches at both corners and we have finished most of the work at the intersection of 10th.  The remaining work in these areas includes the accent brick/stonework, planters, benches and landscaping at the corners.  We temporarily filled in some areas with a hard surface so that they can be open for pedestrian use in the interim and to minimize the visual impact of construction signing.  Once the stone/brick materials have been delivered and the subcontractor is on site, this work will be completed.

Pearl 10th to 9th
We are currently working in the block from 10th to 9th.  We completed the majority of the hard surface on the north side before starting the concrete removal on the south side; much of the parking is reopened on the north side and the sidewalk adjacent to the businesses is open to pedestrians.  The brick paving work is underway.  The remaining large opening on the north side of the street is where a planter will ultimately be constructed.

The projection was to complete the majority of concrete and asphalt (in the street) work in the intersection by the end of July which was met. The landscaped areas on both sides of the intersection are cordoned off; we are awaiting the delivery of buff sandstone which is later than we had anticipated due to the high demand for material in the construction industry. And we have always said that the stone monuments will be installed later in the project.  We are exploring ways with the contractor to place a temporary edger around the planters so that the barricading around the planters can be removed and some of the plant material installed, realizing that when the sand stone arrives it will need to be installed.  In the future we will be sure to clarify what work is yet to be completed before an area is totally finished.

We divided the south side of Pearl between 9th and 10th into two smaller areas to minimize the parking impacts understanding that the removal of parking is big concern for business owners.  The sidewalk and curb concrete is underway today in the first section to be followed by the second section.  After we complete this block, we will work on the 9th Street intersection and after that we will move to the construction west of 9th.  The work west of 9th is all in the amenity area between the curb and the sidewalk.

Accommodations that have been made for the businesses recently include on-going advertising, adding a banner at the west end of the mall, paying the contractor for overtime hours, moving stockpiles, staging areas, and portable toilets when requested and where it is possible, shortening work areas to lessen parking impacts, placing hard surface material to open sidewalks and to remove barricades and signage, minimizing work on the weekends, minimizing work in the late afternoons that impact patio customers, doing milling early on a weekend day and placing asphalt paving during early hours to be complete by the lunch hour, and trying to button up certain areas prior to the Ironman and minimizing work during the week before CU starts.

The benefits of the project in the end are to improve ADA access, repair damaged sidewalk, add amenities including irrigation, landscaping, tree grates, bike racks, benches, brick and stonework.  Hopefully the business owners will be happy with the streetscape for many years to come.

  • Finishing work on the north side of Pearl between 9th and 10th over the next couple of days.
  • Will move to the south side of Pearl between 9th and 10th Thurs. or Fri.
  • Will be working to open some parking on the north side of Pearl between 9th and 10th by late this week.
  • Daily lane closures with directed traffic detours are in place in the 900—1000 block of Pearl.
  • Pedestrian detour on the NW corner of Pearl and 10th should be opened by Thursday.
  • Will be coordinating with RTD for the new bus stop/ bus pad west of 10th and Pearl.
  • Xcel has finished work on the streetlight on the NW corner of 10th and Pearl.
  • Business access is being maintained at all times.

PearlWest Update

  • Scaffolding is being erected on Walnut with a temporary walk way diversion.
  • Demolition will continue on the Walnut building, with the façade starting to come down.  Once the building is down, scaffolding will be removed.
  • Xcel and Century link work continues in the alley.
  • Two large pieces of equipment were delivered on Tuesday morning, a third to come in on Monday.
  • Drilling will begin later this week or next for the foundation piers.

  • Work will continue on the north side of Pearl between 9th and 10th for the rest of this week.
  • Concrete work in this area is expected to be finished by Wednesday of next week. Brick and stone work will follow.
  • Work on the south side of Pearl between 9th and 10th is expected to begin by the end of next week. This work will take 1-2 weeks to complete.
  • Daily lane closures with directed traffic detours are in place in the 900—1000 block of Pearl.
  • Business access is being maintained at all times.

PearlWest Update

  • The building facing Pearl Street is completely down and debris has been removed.
  • Demo continues on the Walnut building. One scaffold is in place. Brick work on the front is scheduled to begin.
  • Scaffolding is being installed on Walnut with a sidewalk detour being put in place. A scaffold tunnel is being built on the pedestrian path between the alley and Pearl.
  • Heavy equipment is being brought Monday and Tuesday of next week between 3:00—6:00 a.m.
  • Xcel will be working in the alley during the week.
  • Water hookup is scheduled for early next week.  This will impact the temporary walkway for a couple of days while trenches are dug and connections made.
  • Xcel is scheduled to begin night work in the alley next week, this will require closure.  JE Dunn is looking into measures to allow alley openings during the day.
  • Major drilling equipment and crane is now scheduled to arrive around Aug 4.

JE Dunn's plan is to install the Walnut scaffolding and walkway at night the week of July 27th. The walkway would be in place for the remaining duration of structural demo of Walnut.  As for the one-way traffic in the alley, this would be implemented as soon as the alley is opened back up for thru traffic, likely following the Walnut structural demo.

  • We have a couple of updates from yesterday’s email…
  • The date for the paving has been changed to Wednesday, July 23 due to yesterday’s rain.
  • Work, with closures will be performed Saturday and Wednesday morning. Paving will take place next Saturday, July 19th on 10th Street north to the alley,  and the intersection at 10th and Pearl. Parking and streets will be impacted (closed) during this time, with the target of being reopened by noon.

Wednesday, June 18 (approximately), the fence will be moving into the roadway - taking away parking spaces.  Jersey barriers will go in place to create the temporary walkway.

Sometime the week of the June 23, water line work will start.  They need to trench across Pearl to tap into the main line, and dig a vault in the sidewalk area of PearlWest.  The work is planned to occur at night with a start time between 9 and 11 pm and finish by 7 am.  Pearl Street will need to be closed between 11th and 10th during those work hours.  Plates will be put down to allow the street and parking to be open during the day.  This project should take only two nights.

901 Pearl:

  • Demolition continues on the 901 Pearl project. Temporary pedestrian access is being put in place at this site.

  • The City is coordinating with contractors for the project to have business logos and/or art (murals) placed on the construction fencing around the project.
  • A crew will be on-site today (6/5/14) to finalize plans for demolition. Demo is expected to begin this afternoon or tomorrow morning.

Factors in the Replacement of 9th Street Ash Trees

  • Trees are in poor to fair condition.It does not appear irrigation is functional at this location.
  • These ash trees are at (short term) risk from emerald ash borer. EAB is (at most) 1 mile away from this location and probably already much closer.
  • The ash trees on 9th are below the City’s 10” diameter threshold for city EAB treatment so all pesticide applications are the responsibility of the property owner.
  • Pesticide treatments will need to be done for the life of the tree. Given the size of these trees it doesn’t coincide with our city goal to minimize pesticide use in the long term. The property as it currently is, a “by-right project” with no development history so we have no ability to require the property owner to replace street trees when those ash trees die from EAB.
  • We (Forestry) can’t replace those trees given the existing site conditions – lack of functional irrigation, 4’x4’ cut outs with the raised curb.
  • The ash trees on 9th St. exhibit signs of lilac/ash borer. Lilac/ash borer is a common insect pest of ash that tunnels through the sapwood causing crown dieback.
  • Previous damage from lilac/ash borer can also prevent uptake of systemic pesticides applied to control emerald ash borer.

May 21 Update - Kurt Matthews

The Boulder Streetscape project is entering a phase that will impact the south side of Pearl (Centro, Trident, Wok Eat, Old Tibet & Classic Facets).  On Tuesday, May 27, the contractors are scheduled to start work on the bus pad located on the south side of Pearl at 10th.  I do not have all the details, but from what I know this involves removing asphalt and pouring a concrete pad where the buses will stop.  To do this work, we will need to divert traffic for a week.  (The bus pad in the west bound lanes on Pearl - hence the need for the lane shift.) This means we will need to create a traffic lane in the southern half of Pearl removing the parking lane, temp load zone and the bike corral temporarily.  Once the project is complete, we will return the parking, load zone, and bike corral. 

Also, as a further heads up, we have asked the contractor not to work on Friday this week allowing a 4 day Memorial Day weekend without construction.

May 15 Update from JE Dunn Construction (PearlWest Contractors) re: Alley Parking Spaces

Attention businesses who have parking spaces in alley: JE Dunn Construction (PearlWest Contractors) has re-evaluated the alley access protocol and determined that the windshield stickers are not necessary and will be discontinued.  The original intent of the stickers was to minimize the inconvenience for the surrounding business owners and their employees, however they have resulted in added confusion.  JE Dunn has instructed Work Zone of the revised protocol and they will allow access to ALL personal vehicles regardless of stickers.  The only traffic control access restrictions will be limited to delivery and service vehicles.

UPDATED About temporary sidewalks: At 901 Pearl, the sidewalk needed to be closed for specific period of time to accommodate a crane to accomplish the demolition.  The demolition is complete. The closure ended May 6 and the pedestrian path was re-opened May 7th.

Regarding the PearlWest project, city staff met with the contractors and there will be a pedestrian walkway in front of the site to accommodate the pedestrians on the south side of Pearl from 11th to 10th.  Specific construction issues may impact the walkway for short periods.

West Pearl Streetscape

  • Parking spaces are closed along the north side of Pearl Street between 10th and 11th streets.
  • Access to adjacent businesses is being maintained at all times and a sidewalk on one side of each street will always remain open.
  • Lane closures with directed traffic on Pearl Street and 10th Street will continue.
  • Pedestrian traffic will switch to the street Thursday or Friday of this week. Will be working on only ½ block at a time.

March 20 Update (from Ashlee Herring):

West Pearl Streetscape

  • Parking spaces are closed along the north side of Pearl Street between 10th and 11th streets.
  • Access to adjacent businesses is being maintained at all times and a sidewalk on one side of each street will always remain open.
  • Lane closures with directed traffic on 1000 block will continue.
  • Work will begin on the 10th and Pearl intersection this week. Concrete will be poured later this week in the amenity zone.


March 11 Update (from Ashlee Herring):

West Pearl Streetscape

  • Contractors will begin re-paving later this week.
  • Sidewalks will start being poured next week. The plan is to work ½ block at a time.
  • Starting work on the intersection of 10th and Pearl next week.
  • The crosswalk on the western side of 11th and Pearl will be closed for a couple of days this week. Pedestrian traffic will be detoured to the mall side of 11th.

11th to 9th Alley Management Plan (Answers to questions asked at Friday’s meeting). (The alley plan focuses on the alley between Pearl and Walnut (or south side of Pearl).  The alley on the north side will be impacted by the project at 901 Pearl, but only occasionally as they need to do some utility work.  As those details and times become available we will notify businesses.)

  • The plan will go into effect after May 12, when work begins on Pearl West (old Camera building)
  • Parking spaces being designated as loading zones in the morning hours are chosen based on the number of businesses and the demand in the area. Blocks with more restaurants will have more spaces turned into loading zones in the morning hours.
  • Deliveries can be made in the alley before 6:00 am.
  • We have a message into Western Disposal and will have more information on their role in the plan soon.

  • 909 Walnut: Min June
  • PearlWest: After May 12

March 7, 2014 Update
  • City's Streetscape project started three weeks ago. Pedestrian access will move to street (bridge) entrances in about a week.  At this point, work will begin on sidewalks next to the buildings between 10th and 11th.
  • Alley Management Plan - Still working out a few logistics.  Proposed temporary loading zones from 6 a.m. - 11 a.m. at four locations (see meeting recap notes for more details).
  • City is working to get answers on some specific questions. More details about the alley management plan to be sent out soon.
  • PearlWest is still planning its start date mid-May as previously planned.
  • 901 Pearl is planning on a early April start date.
  • 909 Walnut's start date has been pushed back a few weeks from original plan.  Now looking like mid June.

March 4 Update (from Ashlee Herring):

West Pearl Streetscape Project Updates

  • Parking spaces are closed along the north side of Pearl Street between 10th and 11th streets.
  • Access to adjacent businesses is being maintained at all times and a sidewalk on one side of each street will always remain open.
  • Daily lane closures on Pearl (10th—11th) from 7:00am—4:00pm.
  • 11 street lane closure will be in place from Spruce to Pearl, Weds, 3/4—Thurs, 3/5.
  • Tear out and replacement of sidewalk continues on north side of Pearl (10th—11th).
  • Concrete scheduled to be poured on curbs and gutters this week.        
  • Hoping to pave parking area next week.

February 27 Update (from Ashlee Herring):

  • Parking spaces are closed along the north side of Pearl Street between 10th and 11th streets.
  • Access to adjacent businesses is being maintained at all times and a sidewalk on one side of each street will always remain open.
  • Tear out and replacement of sidewalk continues on north side of Pearl (10th—11th).
  • Daily lane closures on Pearl (10th—11th) from 7:00 am—4:00 pm.
  • All bike racks from 10th-11th have been pulled from the north side of Pearl and are being reset on the south side.

February 14, 2014 Update
  • City's Streetscape project begins Tuesday, February 18  (between 10th and 11th - north side).  (read city press release here)
  • No parking signs going up February 14 and will stay up for duration of this first phase between 10th and 11th.
  • Projected timeline for this first phase is February 18 - May 9 (goal is to be done with work on this block before CU Graduation).
  • PearlWest's start date has pushed back to May 12 to accommodate for CU Graduation / Mother's Day weekend.  Fencing will go up at that time.
  • Current tenants in the Walnut side of the PearlWest building will receive evictions notices around March 1 and will have to be out by April 15, 2014.
  • Demolition from Pearl Street to the alley will take about one month then demolition on the Walnut side will begin.
  • Work Schedule:  Streetscape Project: 7 a.m. - 4 p.m. (Mon. - Fri.) / PearlWest 7 a.m. to 5 p.m. (Mon. - Fri. and maybe occasional weekend.)
  • PearlWest is working with the city to possibly request a 6 p.m. stopping time - this has not been decided/confirmed. 
  • A note from Kurt Matthews on the alley management plan: At the meeting today we began discussion about managing the alley and removing any loading in the alley between 6 am and 6 pm.  To compensate for that we are looking at creating temporary loading zones (6am-11am) on Pearl, 9th, and Walnut.  We discussed, in a small group, about temporarily removing the bike corral in front of the Trident.  This will allow additional vehicle parking and more importantly, greater flexibility in creating loading zones.  If anyone has immediate feedback, please let me know ASAP as I need to make decisions soon.  My plan would be to return the corral when construction progress allows. January 28, 2014 Update
  • Initial Stakeholder Meeting happened January 28.  (See right column for PDF recap.)
  • Project Timeline:
  • Streetscape (bond project) - start date: mid February.  Starting on sidewalk replacement on Pearl between 10th & 11th streets. Projected completion date of this block (Phase 1) early May.
  • PearlWest (Camera building) - start date: late April - fencing goes up.  Demo and construction to follow.
  • 901 Pearl (Tesla building) - start date: late March - demo.  Late April - construction starts.
  • 909 Walnut - start date: early May.

The city will be installing:

  • a raised pedestrian crossing and curb extensions at the intersection of 10th and Pearl streets;
  • a curb extension at the southwest corner of the intersection of 9th and Pearl streets;
  • wider sidewalks for improved pedestrian movement and additional patio seating;
  • kiosks and wayfinding elements (totems) to establish a sense of direction and place on the "West End;"
  • new bus stops on eastbound and westbound Pearl Street;
  • new street trees, grates and irrigation systems;
  • Americans with Disabilities Act (ADA) sidewalk access improvements; and
  • other sidewalk amenities and pedestrian enhancements between 7th and 11th streets.
